Hard steering and turning 200 1990

My 240 is having a hard time turning and steering. This problems happens at fast and slow speeds. It also makes a kind of "whirrrr" when the wheel is turned. I have checked the fluids, and I haven't lost any. I don't know what to do next. Any suggestions?
