3rd brake light goes on with headlights 700 1986

Hello all, I've got an 86 745 that has had this problem for I'm not sure how long. Recently the wife was driving behind me and noticed that the third brake light turned on with my headlights and additionally she could not notice a change in the brightness of the brake lights when I hit the brakes. All the lights work, the bulb failure light stays on continuously but I've yet to find a bulb out, except for the panel lights because of a failed dimmer switch. Last night I cleaned off the grounding posts up at the headlights and replaced one of the 1157 bulbs in the right brake light and both brake lights now seem to be the same brightness and they seem to get brighter when you apply the brakes (headlights on) but the third light still comes on with the headlights. Additionally the front parking lights come on when you apply the brakes? Is this normal? Brief history on the rear lights is that I've replaced both after having one backed into and the other hit by a flying sunday paper, both were the same aftermarket sets. I also checked out the bulb failure relay but wasn't sure about how to test the voltage on it per the instructions in the FAQs, continuity existed between various poles but it seems that it is working since all the other lights work also.
