AMM adjustment: Hooked up the LED, No blink, now what. 700

Okay I know you hook up the LED to a 750 ohm resistor, plug it in the green/white wire on the test plug and hook it to the battery. The LED lights up but won't blink. It just stays lit. Turning the screw counterclockwise has no effect (the base resistance was close to 1 ohm, which I understand is the top of the range for it). Isn't it supposed to flash, and when the on and off duration are about even you've correctly adjusted the AMM?

What gives?
