RUST! 1800

Okay, I'm sure the topic of rust has been discussed to . What I'm wondering is - what exactly can I do to keep rust from happening and to slow down (stop) the rust that exist from spreading?

My 1971 1800E is starting to just now show rust along the driver side floor panel. When I took off the piece that sits behind the front wheel and looked toward the back of the car (along the inside by the door) I found pine needles, etc. in there - obvsiously the culprit. I was going to spray them out with a pressure washer...but, what do I do after that? What products work to prevent further rusting? There is some slight bubbling starting. I just started teaching and already have visions of spending my summers working on this car, which is fine. It was my grandmother's and I'm very attached to it.
