Electrical Short At Center ArmRest;Power Windows Inoperative.Rain In 5Hrs.HELP! 200 1990

Hey Brickers!

Greetings and Salutations.

244 90 Sedan B230F Auto
Plastic armrest removed for fixing crackes. Exposed wires are left/right seat heat switches/lights; seat belt warning light(red, only on for 1st 5 seconds); and rear seat ara illumination light. Could also be hot wires in area; haven't checked.

While working outside; I created a short(saw a spark) hastily (it's colder than a miners' ass here) working on something else.

Later, started car, no windows go up/down.Fuse box(near driver's left foot) says #10 controls "power lift windows". Fuse no. 10, pulled and checked with digital multi function voltmeter (continuity test). Fuse not blown!

Is there another fuse(s) in the line? What do I have to do on this! Rain comin' soon!!!!!

P.S. When doing a continuity test on all the fuses; I just put the two leads on the metallic ends(these are glass type) while they're still in there slot. Then I got to thinkng, is this really testing the fuse? Let's say the fuse is blown, I'm thinking it could still show a good fuse(continuity). Cause there is a continuous circuit from one end to the other thru the metal of the car! What say ye!
