Almost invariably headlight relay... 200

although it could be the switch it's unlikely.
Sounds like the relay is stuck/contacts welded.
Tap the relay with the power off, then pull the dip switch...if it works you've got a sticking relay.

If it doesn't work, pull the relay and bench test it or replace with a known good one (often the faster choice but a little more expensive).
