Ok I lied. My 245ti will idle, after holding the revs at the 1000 mark for about two minuets then i'm able to let my foot off the gas and the engine will idle very smoothly. However if you try to give it any gas what-so-ever it will not return to a idle but will stall, the only way to regain the idle is too repeat the process above. The other symtom I have, is that the motor will hesitate under sudden acceleration, the motor will accelerate smoothly throughout the power band as long as you go slowly. This symtom happens when there is boost from the turbo as I'm sure you already guessed, but I'm sure my overall problem is not the turbo or turbo related. These problems happend sometime over a six month period in which i was out of the country and my father was starting the car once a week for me. One last note, if the car stalls when it's warm it can be very hard to restart, I'm sure because it's flooded. I have some ideas on where to start looking but will be greatfull for any imput given.
Merry Christmas, i think i'll start with the Constant Idle Speed system.
