AAACK! No start! Fuel pump/relay problem? 900 1995

Hi folks.

I've got a '95 940 non-turbo wagon with 185K miles.

I parked it at about 8:00 PM last night in the middle of a wonderful New England Christmas snowstorm.

This morning at 8:00 AM it wouldn't start.

ECU fuse (#1) is good. Pulling it out caused the tach to stop bouncing as I cranked the engine. There may be another fuse related to fuel, but I don't know. Haynes says something about fuse 11.

I have spark.

I listened from the driver's seat, but never heard the fuel pump running. I expected to hear it for a second after releasing the key from the START position.

1) The 700/900 FAQ describes most fuel pump and relay failures as intermittent problems related to heat, or problems that develop slowly over time. Do my symptoms make sense as a fuel problem?

2) Perhaps I have the Regina fuel system?

3) If so, then there's just one fuel pump. Does my wagon offer access to this pump through the rear floor. do i really have to drop the tank to access it?

4) I guess the finger-on-the-fuel-relay trick described in the FAQ won't work for me. Any other tips to bypass the relay / hotwire my in tank (only) pump for diagnosis?
