Timing mark questions 700 1985

This seems odd to me, what do you think? (1985 b230ft engine)

My timing marks on the bottom gear (crank) and top gear (cam) line up nicely. When I line those marks up the crank pulley (harmonic balancer) white line is not lined up with the 0 degree mark on the plastic lower timing belt housing. I would estimate it to point around 5 degrees to the right of the 0 degree mark. It might explain why I am getting a lot of vibration from the engine which is otherwise running very well. I just want to check to see if everyone elses crank pulley lines up with 0 degrees when the timing belt's white marks are lined up.

By the way it has a new harmonic balancer, I thought the old one was bad because it's mark was in the same spot.
