leak under dash: near pedals. Its pouring..no garage.. Please help ASAP! 1800

Hi,
Water is leaking into my car. It sucks. I tried covering the air vent behind the hood. It still leaks.

The water seems to be sitting somewhere and pours onto my ankles when I first work the pedals after start up and when the car makes its first few turns. It leaks onto the passagenger side as well.

I have looked under the dash. The air vents that are controlled by the black knob
at each side are pretty much frozen.

I am not sure if water is leaking through them or somewhere further forward. The water seems to be comming from right above the pedals.

I need to fix this problem ASAP. Its pouring right now. I have the carpets out and have no rust on the floor (YET!).
