Stupid Tach Always At Redline 700 1991

The other day I was jumping my 'project' car, a 1991 744 NA, because the battery was dead (obviously). When I got into the car, I noticed the tach was pegged at 7k and didn't move at all while the engine was running. No other electronics appeared to be harmed. Radio was fine, headlights, turn signals, etc etc. I looked through the wiring diagram and there didn't appear to be any way I could have fried it without the key in. This car has a history of crappy grounds/connections in the instrument panel. Would a bad ground cause this? I'm hoping it's something simple...
