Charging issues 200 1986

Just a little question: When my car is idling, the voltmeter sits pretty close to the bottom line and the interior lights are pretty dim. As soon as I start moving and the engine isn't at idle, the volts go right up and all the lights brighten up and everything is fine. Are the alternator brushes bad? I thought that the problem was just my old bower motor freezing up, but apparently it isn't. thanks for any help!
