idle control diagnostics 700

My 89 760 turbo wagon is idling low when cold, but starts fine. Initial research suggested replacing the idle control valve. Picked one up at a wrecker, the unit looked the same, but had a diferent Bosch part number and came from an 84 turbo. I installed it in my car and have the same low idle problem. I am now thinking that it might be either a faulty idle control valve, or a defective ECU. Does anyone know how to tell whether it is the idle control valve or the ECU. Your help would be greatly appreciated.
