240 Hesitates - Exhaust buzzes and it smells! 200 1993

My 1993 240 has some trouble. Timing belt was replaced several weeks ago(by mechanic) and ever since, the car has had trouble with the idle (seems to want to stall). Now, the exhaust is buzzing so I think I may need a new muffler??? Also, the smell that comes out is something awful! The car just doesn't want to start either especially when cold. After timing belt install, the car did pass local emission inspection.

Sorry for so many symptoms. Please help. My belief is I should replace the muffler and, check the timing(don't have equip. to do this) and/or adjust idle.
