PCV - How does this thing work? 700 1978

I have pressure in my crankcase & it is pushing oil out the front cam shaft seal. Just started happening as I plugged the real leak by replacing distributor seals which were totally hard and not doing much.

Anyhow, have now discovered I have too much pressure build up in the crank case. Yeah maybe too much blow by. Last compression test, awhile ago wasn't bad, but no time right now to do another. I'll get to it soon enough. But that is not why I am here.

I have just pulled my flame trap. To replace with a new element. However, I can't understand why there are two hoses on the PCV flame trap. One large onethat goes to the fresh air intake hose. And a smaller, maybe 1/4" dimeter one that goes to a nipple on the intake manifold. Yes I understand the pupose of PCV. But why isn't the large hose enough in itself. What is function of small vacuum hose line. Doesn't look like an actuator line or anything like that.

Anyone who understands the reason for two hoses, please help.
