Leak from top of driver's side front door....guidance requested! 900

Wife's 95 945T has developed a leak at the top of the drivers side door. I pumped some silicone caulk into the gap inside the gutter, and sealed the seam where the gutter wraps around and rivets to the door frame. It passes the "garden hose test", but leaks during heavy rain.

Any ideas short of repacing the door seals? How much $ is a door seal replacement?
