'91 740 wagon allegedly -- 83,000mi, but cosmetically looks much older 700

I don't believe 83,000 is the true mileage of the '91 wagon I saw today. Is it relatively easy to turn back the numbers or replace the odometer? There's a suspicious paint situation as the hood needs paint badly -- worn off look, and the rest of the exterior paint is good and even in color. Also, the front bumper is also badly faded (bumper looks too bad to drive) and there's a large worn area on the back of the driver's seat (where your elbow would hit if you punched the back of the seat). The miles and the condition are not commensurate. Price btw, is $3,000. By any chance are the seats and hood vulnerable to early damage compared to the rest of this model? Any advice appreciated ASAP, as we need to make a decision about this car within 48 hours.
