Brake warning light periodically goes on. 200 1990

Just recently the brake warning light periodically goes on when I am driving. It can happen on flats or on hills. I have just replaced the brake fluid, and ensured that it is full and I can not see any leaks in the brake system. The master cylinder was replaced last year, and all of the pads seem to be fine. Any ideas?
