1984 1/2 244 GLT (Turbo) K-Jet B21FT Main Fuel Pump Fuse Problem 200 1984

Does anyone know why the subject fuse gets hot but doesn't blow while the car is running? This is a 16 amp. older "European"-type fuse. I have had this problem for the 14 years that I have owned the car. The negative consequence of this hot fuse is that the fuse corrodes where it contacts the fuse holder, and then the car can refuse to start or run rough until I clean the fuse-holder contacts, which I have done many times. After doing this I install a new fuse and the problem, but not the heating, goes away for a few weeks and then recurs. I've checked the secondary in-tank pump and it seems to be alright.
