windscreen wiper pattern poor 700 1988

The front windscreen wiper pattern seems poor, especially at the top of the screen. I changed the pair a few months ago and went for a lower- middle of the range price class wiper. The wipers squeaked and juddered in the rain so I tried to swap them around. Now driving in the snow the upper part is not cleared away properly causing poor vision.
Any advice about wiper problems?
