The fact that the engine was "semi-dry" for two months doesn't bother me too much (presumably covered and protected), but the "tight spot" does. With new bores and rings not yet seated, there is typically a cyclic resistance maximum when pistons are at mid-travel, minimum when at top and bottom dead centers, but anything resembling a resistance with a more sudden or hard edge suggests a problem (sorry) like something between timing gears or in the jugs, or maybe an incorrectly adjusted lifter (negative clearance).

I would check this out carefully before starting the engine...if the problem spot occurs once per crank rotation, and at the same spot, that suggests crankshaft related...if twice, camshaft? ...maybe you could just pull the timing cover, pull the timing gear off thereby seperating the crank from the cam...then turn each seperately to determine on which shaft the problems lies. But FIRST, double-check those valve clearance settings!

...just thought of another thing: Remove the distrubutor drive...this will disconnect oilpump from being driven...
