89' turbo double start syndrome fixed 700 1989

Finally got a decent day here in the northwest to replace my fuel filter and fuelpump check valve,I was having to crank the 89' turbo motor one time for 3 seconds to pressure up the fuel rail then recrank to fire the motor.My 90' 740 with the b234f engine would always pressure up when the key is first turned on with out cranking the engine over,I believe that the two cars have two different yet simular fuel systems,but the 90' always started with no grief.After replacing both the fuel filter and check valve on the 89' turbo,the engine cranks right up the first time,the check valve fell apart in my hand upon inspection and my fuel pressure gauge showed the system pressure holding much better after the swap.Is there a spec for the engine running fuel pressure under different conditions when you use vacuum or pressure pump on the fuel pressure regulator?No fuel is present at the vacuum port on the regulator but I show around 60 psi at idle(16" of vacuum) and around 80 psi when 5 pounds of pressure is applied th the regulator unit.The return line is clear back to the tank,so if these pressures are out of spec then the regualtor could be faulty.
