Correct fuel pressure for an ´89 740T 700

Hello brickboard!

My car had been running poorly. It turned out to be dirty injectors, so I cleaned them a little and it has improved, however the performance is not as good as it used to be. In troubleshooting process I checked the fuel pressure on the injection rail. With the engine idling and the FPR connected to the intake manifold the gauge reading was not steady swinging from 37 to 39 psi. With the vacuum hose disconnected from the FPR it read a steady 43 PSI. Is this normal? I was looking in the FAQ's section but I could not find the info. Any help is greatly apprecaited. Thanks.
