Experienced Help Needed- Idle Woes! 200 1990

Hello, I have a 1990 with a rough idle problem. The "Check Engine" light is not on. Here is what I've done to try to cure it so far:

1. New cap, rotor, wires, and plugs.
2. Checked for vacuum leaks.
3. Replaced flex hose from AMM to Throttle Body- it had six small holes in it.
4. Thoroughly cleaned the Throttle Body.

I did install NGK plugs, I've never used these before. What's left?
Should I change fuel filter. Also, if I unplug the idle switch on the throttle body it doesn't seem to make any difference. Could the oxygen sensor cause a rough idle. Please Help!
