No start= ICU's for 740's? 700 1989

You should have power to the positive coil terminal from the ingnition switch when the ignition is or cranking. The power stage acts as the points did on the old ignition systems by ground the negative side of the coil intermittently. This action is controlled by a +5 volt sqare wave signal from the ECU.
It sounds as if you have an ignition switch problem or an open circuit in the wiring from there to the coil.
