More electrical gremlins...gas gauge 200 1986

Figured I'd start a new thread for this one...what is the most common reason for a non functioning gas gauge? It hasn't worked since I got the car, but I'm giving it to my brother who isn't at all mechanically inclined and is a little too absent minded to remember to fill it often. Anyway, I figure it could be one of three things, bad gauge, shorted wire, or bad sending unit. However I've come to find that with Volvos there always seems to be a common failure for just about everything.
