Speedometer Gearing - M46/OD 200 1981

My son's 81GL had the trans replaced with a rebuilt unit by a previous owner. Checking the odometer against measured highway markings it is 15% high, and the tires are the correct size. Pulled the speedo driven gear from the tailshaft and it has twenty teeth. Nearby Volvo dlr parts guy said 20 is as high as they go. True? Do I have to get a mid-cable reducing gearbox made? Put farm tractor tires on the back? If there's a 23-tooth plastic driven gear my problems are over. Anyone know for sure?
