960 A/C blows warm at highway speeds 900 1996

My 1996 960 Air Conditoner runs fine when in the city. Once we hit about 40-45MPH the compressor cuts off. Air still blows from the dash vents OK just no cooling.

Can this be vacuum related, since the AC compressor is an electrical clutch, or is it controlled by a vacuum servo somewhere?
