Same problem on our 95 960. Both our recir. bellows (pass. side) and the floor side of the def./floor bellows (drivers) side) is bad. You can pop off the panels on either side and put a clamp on the recir. belows (orange hose)and drive the car and see if the problem is gone or put a clamp on the floor side of the bellows (Yellow hose IIRC), or both (as in our case), and see if it goes away. If it does, the offending bellows is at fault.
