960 A/C blows warm at highway speeds 900 1996

Maybe there's a simple test. At highway speed, when the air is blowing warm, slip into neutral and let the engine speed drop. This will raise manifold vacuum - and if the ECC vacuum is the problem, the air temp should change.

If the refrigerant is low, there may be icing in the evaporator which could cause the problem. Try setting the system to just barely cool.
