sheet metal behind rear bumper on a wagon 120-130

My 120 wagon (220 really) has a damaged piece of body work just forward (naut.,) of the rear bumper. I would like to fix it right but as I can't get in behind I thought i would use a puller (NEVER PRETTY). Anyhow the other night I was browsing thru my parts manual and I noticed in the diagram that there seem to be 2 bolts that hold this piece on. Is this correct? Can I remove the piece just by taking these 2 bolts out/has anyone else ever done this? I'm attempting to attach a rather poor picture I took with my webcam, the pencil points at the piece in question the bolt is just to the left and appears to hold the piece and another backing panel. Any input is as always appreciated.
