bought 94 940/ gas mileage seems bad (12-13 MPG) 900

Aside from the main things to check for poor mileage (air filter, spark plugs and tire pressure) is there something else I should check? I saw that the original window sticker said I should get 19 city to 24 Highway. The car only has 82K miles on it. I do only highway driving though am having a hard time laying off the accelerator because I am used to my chipped 2001 T-5 (290+ HP). What else shold I look for or is driving a old 4 cylinder at 80 MPH just going to yield poor gas mileage?
