No power when turbo spools up 700

On occasion, and it may be related to the cold temperatures, when I first start up and for upwards of 10 minutes of driving, whenever I try to accelerate above 70KPH the engine seems to die off as if its running out of gas.
When this is happening, it seems that whenever I try a gradual acceleration where the turbo gauge starts to move upward, the engine dies off. If I let off the gas to where the turbo gauge is almost at idle, then the engine runs normal, but again, I can only get 70KPH.
After about 10 minutes, everything suddenly becomes normal.
The car is a 760 turbo.
