Vibration in steering wheel at 35-50 mph 900 1995

Man, I feel like I have a new 95 960 with all the projects I've been doing. I'm getting a vibration in the steering wheel...kind of like a shimmy... driving between about 35 to 50 mph. Once I get over about 50 mph the vibration goes away. In fact, I don't get any vibration on the highway. I had the wheels balanced thinking that would help but it did not. I also have new rotors, so I don't think it's rotor runout. Any suggestions on the cause of this?
