child car seat tether 700

I picked up a tether for my childs car seat to fit facing forwards in the center of the backseat of my 745t. Simply put the instructions suck!
Has anyone installed one of these?
I have the 3rd row seat, so from what I can tell I should just remove the bolt keeping the 3rd row center seatbelt buckles in place and attach the tether to the same anchor point as the seatbelt buckles using the new bolt provided?
Can anyone confirm this?
Also, can anyone tell me what kind of torque I should tighten that bolt too?
