Electric Fan Conversion 200 1980

I installed one of two '80s GM fans in my two '80 DLs. One fan does not work (plastic), the other is ok (metal). Is something inferior about plastic GM fans? I changed wires and did every combo I could think and reduced the cause to the fan itself.

The other problem is that I can't shut off the fan, ie the fan is on even when the car is off. What do I do?

Finally, I found that removing the bracket that is in front of the radiator, that holds the horns and arches upward into the hood catch mechanism, gave me enough space to install the electric fan. Is there a problem with having two fans cool the coolant (ie is it possible to have the coolant too cool?). Also, should I put a cover below the fan, as rocks may get kicked up there.
