90 740 Turbo Transmission Woes...Help!!! 700 1990

Ok...1. It's an automatic. 2. When I downshift sometimes, the tranny will not upshift and the gas pedal revs to about 5500rpms before it upshifts again. Happened this morning several times when the temp was -5 degrees F. Seems to happen more when its chilly but can happen anytime. Anyone have a clue whats going on? Is the tranny going or is it a fixable problem?
