Cold weather starting problem 88 740 Turbo 700 1988

Temperature outside is around 20f, intermittent no starting problem has had me trying everything: ETC tested, fuel pumps, idle control valve, vacuum leaks, timing. this is a rebuilt turbo engine that runs great after it warms in the garage to about 40 deg f . Symptoms are: wet plugs, plenty of spark. , Proper ohms at eng temp sensor, definitely seems related to temp. Very intermittent problem, runs like a champion until it gets very cold. i.e. below 20 deg f and I crank it and crank it , might start for a sec then dies and …well forget it till it gets warm in the garage 40 or so. Please help this one is wearing me out. I cannot tell if it is fixed until it won’t start again. I have been reading all the posts and am getting confused.
