Failed emission test '85 240DL 200

I have just failed a second emissions test with an '85 240 I just purchased. The intial readings were
HC ppm -limit 112 - reading 10
CO% -limit 0.63- reading 0.00
NO ppm -limit 1252- reading 2511- fail
Rpm -2594
Dilution- 14.2
I went into the forum and read all of the other threads dealing with failed tests and applied the quick fixes, so I changed the plugs, the oil, put in a new air filter and also grounded out the air control valve to check that it was functioning and adjust the idle and then had it retested.
New readings were:
HC ppm -limit 112 - reading 25
CO% -limit 0.63 - reading 0.00
NO ppm limit 1252 - reading 2002- fail
Rpm -2568
Dilution -13.8
I will check the rest of the suggestions as prescibed in the other forums, but I am wondering if anyone would have other suggestions seeing what the readings are and what the changes that I have already done may mean, any suggestions greatly appreciated.
