Wiper Relay Question 200 1981

1981 242: Still working on getting the wipers to work correctly. Am I correctly in assuming the wiper relay controls the intermittents, the park position of the wipers, and the washer functions? This assumes that the switch on the steering column, the fuses, the battery, and the washer motor and wiring are good. Do I have it right??
