is this why 240's cant start in the winter????? 200 1984

i have a 240 in storage as im still awaiting my G2 (canada) to drive next much i will be. once a month i start my car (now that its winter i cant tinker with it all day). anyway it doesnt start. i beleive becuase it started fine all the time in the summer that its the fuel filter. supposidly they are a paper filter and if water is too freeze in it, it wont start. am i right. i see many mentions of it being a fuel relay. its cold and water does freeze....
