fuel pump jump 200

I started to use the fuel pumps to empty out the gas tank of my 78 242gt that has been sitting since August. Jumping the 5/7 fuses does nothing?! That's a new one. When I crank the engine, I can hear the pumps run but no gas comes out of the inlet pipe to the fuel filter. I have: put gas in the tank, cleaned the fuses and holders (even replaced fuses), "judiciously" tapped the main pump, cleaned the ground to the prepump, listened in the tank to hear the prepump run, and tested the current to the 5 and 7 fuse holders (lights up the test light but I don't know at what amps). Get this: my test light pulsates (?)when I test the power wire to the prepump. I have swapped out fi relays (they both click); opened the "original" relay and magnification shows no cracking. Any thoughts as to why i am not getting any gas pumped? Thanks in advance.
