82 wont start 200

My 82 was having "stutter" problems. I replaced the in tank fuel pump. It started this morning and as it was running I really noticed the main fuel pump making noise. I shut it off, tried to re-start, and now it wont. I tried a different relay and still nothing. Replaced the filter and nothing... I can hear the main pump turn on when I turn the key so it seems to be working... Any ideas?
