A few questions on turbo performance. 200

Hi,
I have a 1985 245ti and I have been wondering about a few things. The first question is is it normal for oil to be inside the air intake piping before and after the intercooler. The build up seems to be more on the side after the intercooler. Also there seems to be some gas in there too. I was wondering if it was evaporating from the intake manifold and depositing there. I also was wondering if the boost is electronically controlled. Could I use something like a high performance boost controller from TurboXS. Or does someone know how to increase the perfromance safely on a turbo?
