Climate Control Sensor 700

I have looked for and cannot find the coolant sensor for the Climate Control. I know there is supposed to be a "T" fitting in one of the heater hoses for this, but I see no fitting, only straight hose. I am guessing the PO removed it for whatever reason. It looks like he just wired the two leads together.

My question is, with the wires wired together and no sensor, shouldn't my fan run all the time? I believe the sensor is supposed to close the circuit when the coolant reaches 94 degrees F. Right now it seems the cabin sensors are the only ones working. Blower won't run til the cabin gets warm (and since I have a five minute commute to work, it is a chilly drive).

I'm guessing I'll have to get the "T" fitting at the wrecker yard, but what is a good source for the sensor?
