740GL horn&windshield washer 700 1990

the horn & windshield washer will not work. the windshield wipers do work. fuse #15 is for horn,washer& wiper. #15 is good fuse.??????????any ideas???
also, will the haynes service manual 740-760 1982-1988 cover a 1990 740gl basics ??? if not where & what is the best source for service manuals
my daughter bought a volvo and me being dad & grandpa get the privilege of working on the "brick". thank you . cheers,jess
