heater fan on 24/7!! 200 1986

the heater fan in my 245 will not stop circulating air when my car is running... it acts as if it is set to speed 1 all the time--- i know the cause of this is not my recirc valve--- because even when i am not moving it still blows air and i can hear the motors running. the fan still works like normal when it's on 2, 3, and 4, but when i turn it off it is like it is on 1.

any ideas? is my switch faulty?
any help would be greatly appriceated.
