I like to think I know a bit about turbo performance.
First make sure the engine/turbo is in good shape.
Is the turbo water cooled?
Switch to synthetics after going through the cleaning process (check out the amsoil website)
To increase boost, there are a few options
Boost controller like you suggested, But I can put you in contact with the guy who made my controller for half the price, and help support his race car. Its exactly the same controller (maybe not in the looks department)
You can increase it at the wastegate. Crawl under your car. Look up at the turbo. See that rod with a nut and threads? Well it pulls off the exhaust side. Loosen the nut, make the rod shorter to increase boost. .28PSI for ever full rotation unless your turbo is dying.
You have turbo plus system on your car. It allowes for 2psi extra above 3750rpm at full load. There is a solinoid that opens to allow this extra boost. Its mounted by your radiator over flow bottle. Just above it there is a relay. Look at your Wiring diagram, and you can jump it so the solinoid stays open. You will have the full 10psi boost all the time. I think you apply 12v to the tach signal port.
I personally suggest the boost controller route. QUicker spoolup time. Good stuff....
Clean out the hoses, and clean out the IC.
Mine are all dry, but thats because I don't have my PCV routed back to the turbo. Gotta get every ounce of octain rating in my car ;)
