Setting CO using 12v LED ? 200

Its time for my car's yearly emissions test for my 1985 . I usaully check the 02 sensor voltage and use a Radio Shack 12v LED between the beige/blue stripe pigtal and the postive battery terming and adjust the AMM until there is any equal time of on-off of the LED . ( The method was found here and at www.mvp.com some time ago )

However, this time I go a surprise . The light satays on no matter which way I turn the AMM CO adjustment screw . I replaced thye O2 sensor with a new one just to make sure I had a good one and still got the same situation . Of course the emission and tag deadline is tomorrow . Some trouble shooting help is greatly appreciated .
