90 740 GLE will not start after much work in cold weather is now worst. HELP!!! 700 1990

Let me start with this problem, And yes, I've already followed a lot of the advise here and had many parts checked. Here is the problem: The car would not start in cold weather. It has been very cold here in Vermont. I had it towed to the local Volvo repair garage. Sparkplugs, distributor cap and rotor were changed. Oil changed. ECT unit changed, Fuel pump relay checked and soldered anyway just to be sure. $420 total cost.

Distributor cap $79.60
Distributor rotor $18.80
Coolant Temp Sensor $60.00
Oil Filter & Seal $9.99
Engine Oil $15.00
Labor $228.00
Tax $9.17
4 hours work.

Prior work that was done was, timing belt, balance belt, tensioner, oil pump pulley bolt, and valve cover gasket has all be replaced including fuel filter.

Now the car runs worse and will not start at all. Lights in dash does not come on except for Seat Belt, Anti lock, and SRS. Headlights, taillights, inside lights, etc all work. Radio works, etc. Nothing will turn over or anything. Is it possible the starter went or something like that? Any ideas? HELP!!!
